After a discussion w/ Gesine, it was decided to remove the elected nominee page, as the content thats important for that page would be in the board of directors page. For now, we will keep the name, the type of nominee, and the username of nominees for potential future use.

To remove old data that we don't need/want to maintain in public, I'm purging out the old images and XML files as they aren't used for anything and can be referenced in the Git history if we really want to work with the old data.

Additionally, made most fields for nominees public, with only name, title, and affiliation being somewhat required/expected.

Path of the bylaws PDF to accurately reference current link, as old path was a legacy link and was fixed through nginx redirects

This is a straight port of the content where possible, with a notable difference that the nominee pages are now their own pages rather than a single page with query parameters.
