Recognition of contributors and committers
This issue is created as the top level issue to gather the different issues relative to the recognition of the contributors and the committers.
- contributor : someone who has created an issue or a PR, or commented anything on any repository.
 - committer : someone who has merged a PR.

We would like to recognize both of them. One can be a contributor on a repository and a committer on another one.
Here is a table of different type of recognitions that could be proposed and the related issues to detail it
| New Contributor | Regular contributor | New committer | Regular Committer | Remark | |
