Send a release email to thank contributors and committers

This email would be addressed to all contributors that have either reviewed, committed, or opened a bug fixed in the current release (event an old one)...

That would be a minimum consideration and not so difficult to do ... we can find the active contributors on each repositories between 2 dates, find the bug fixed in the release, find the reviewers..., elaborate the email list and send this email.

The nice to have would be to summarize the full contributions done by the contributor.
