Should detect the first contributions of a new contributor

I have seen this in the release list of langchain4j : https://github.com/langchain4j/langchain4j/releases

There is a category : 'New Contributors' with the list of their first contribution.

This is nice to encourage and motivate contributors.

There is also a GitHub label when a first contribution is done : https://github.com/eclipse-platform/eclipse.platform.ui/pull/2315

It would be nice to have a GitHub notification when a first time contributor creates its first PR.

List all of them somewhere (in the release, or in the main page of the repository)...
