Send a welcome email to a new committer

Like for a contributor, when a new committer is detected he should receive an email with :

• thank you to propose a new PR for the project
• a reminder on the role of the committer
• a reminder on how to test
• a reminder on how to document
• the list of people that could help in case of technical problem
