Add otterdog bot to allow list

This fixes #171 (closed).

Could this be merged quickly? I am currently implementing policies and when the app creates PRs, ECA checks would fail.

As a workaround I use the respective bot identity to create such PRs but that is not fully correct, the app should show as author and committer.
