Jenkins jobs are stuck waiting for an executor

Summary

See https://ci.eclipse.org/glassfish/view/GlassFish/ - all jobs are just timeouting as there is no executor available.

Cannot pass any build

What is the expected correct behavior?

Reproducibly passing or failing jobs in usual times.

Example, same is happening to all GlassFish jobs.

Cluster has been upgraded yesterday. We've been hit once again by #682.

I'restarted your instance and jobs should be able to be scheduled properly.
