We've just identified that there is still a race condition during Jenkins startup in the kubernetes plugin (the one scheduling pods to start jobs). We will report back the issue upstream and try to fix it. I'm keeping this one open for reference if you don't mind.
Meanwhile, I've restarted your instance and jobs are now running.

The EMF.cloud jenkins (https://ci.eclipse.org/emfcloud also hs no available executors and therefore cannot run any job.

it seems, that https://ci.eclipse.org/eclipselink/ has problems with job performance again. There are problems with upload to nightly builds "genie.eclipselink@projects-storage.eclipse.org" too.
