Make Equinox-natives build Jenkins nodes available for equinox.equinox job

Summary

In order to migrate the build process of the Equinox launcher and executable native binaries into a Jenkins pipeline, done in eclipse-equinox/equinox#603, the equinox/equinox Jenkins job needs access to the Jenkins nodes prepared to build the Equinox native binaries for different platforms. Currently they are only available in the RelEng JIPP.

Similar to #2448 (closed) respectively eclipse.platform.swt#513-comment, the easiest way to achieve this is probably to just move https://ci.eclipse.org/equinox/job/equinox/ to the RelEng JIPP.

On the long run, again similar to SWT, a more advanced solution would improve the build latency as described in #4231.

This was already discussed in https://github.com/eclipse-equinox/equinox/issues/575, but @twatson or @claeubrich please approve such move here as project lead.

• The Equinox Multibranch pipeline job has been re-created on the Releng JIPP here: https://ci.eclipse.org/releng/job/equinox/
• No history has been transferred.
• https://ci.eclipse.org/equinox/job/equinox/ has been disabled until it's confirmed that everything is working as expected. Eventually, the old jobs on the Equinox JIPP should be removed.
• To make this work, I had to add the credentials of the Equinox GH app to the Releng JIPP. This conflicts with strict separation between projects, but Releng was never a good example for that.
• Added an org-level webhook to the Eclipse Equinox GH org to trigger the Releng JIPP on pushes and pull requests.

Thanks a lot for the fast implementation of this change!

I have now completed my work for eclipse-equinox/equinox#603 and can report that everything just works fine.

As tiny adjustment of the infrastructure I just created eclipse-cbi/jiro#366 to generalize the native builder node labels.

To make this work, I had to add the credentials of the Equinox GH app to the Releng JIPP. This conflicts with strict separation between projects, but Releng was never a good example for that.

Agree and as described in #4231 I would be more than happy if this could be improved in the future. :) But for now I'm happy that the Equinox Jenkins pipeline can built the Equinox launchers by itself. Thanks again!
