Update python package on windows build agent for openPASS

I'd like to request you for an update of our python package on openPASS windows build agent b9qls-windows-10.

The update is required for sphinx python package on the Python installated on MSYS. Currently installed version of sphinx is 7.1.2 and we would like it to be updated to 7.2.6

Kindly help with the update of the package. For more information please refer to the below screenshot. It shows the required package, its current version and the path it is installed at.

It's not possible to upgrade sphinx version to 7.2.6. Python version is 3.8.9. and sphinx requirement is python >=3.9 (https://pypi.org/project/Sphinx/) May I upgrade python version?

Kindly update python installed on msys to 3.11 and sphinx to 7.2.6

Python version has been updated to 3.11.8 and sphinx to version 7.2.6.

But there is a side effect. Installing a version of python is like starting from a blank page with dependencies. I'll try to reinstall some of them, but it's a lot of work.

These are the current install dependencies with the new python version.

Out of curiosity and sheer ignorance, why is Python running on Windows? I was under the impression that windows agents were reserved for platform-specific operations, such as natives and ui tests.

We are using the Windows agents for building and end-to-end testing opSimulation (the simulator part of openPASS) in a MSYS/MinGW environment. End-to-end testing involves using the pandas python package. Formerly pandas had to be installed via pip inside of MSYS, which in turn triggered a build of numoy from source, as there where no binaries available for the MSYS environment. Unfortunately this build was broken. So we made the decision to split the Python environment into native-Windows and MSYS, with the Windows environment providing numpy binaries out-of-the-box. Moving completely to native-Windows wasn't possible for some other reason I cannot remember right now.

We might try to move to a single Python environment again in the future. We also had some efforts to set up a working cross-compilation environment (mingw under Linux), but it's not ready yet.

So for the time being we have to manage both Python environments unfortunately.

We will do the upgrades early next week.
