Splash Screen for Eclipse IDE releases in 2024

Summary

Hello,

We need to design a new splash screen for Eclipse 4.31+ releases.

Here are the requirements

Requirement 1: Splash screen Size : 452x302 Format: XCF (gimp format)

should have month/year and release name in separate text layers, so that it can be modified for update releases. Or multiple BMP format splash screens with 2024-06, 2024-09, 2024-12 and 2025-03 dates

Requirement 2: branding image in about dialog current image: https://github.com/eclipse-platform/eclipse.platform/blob/master/platform/org.eclipse.sdk/eclipse_lg.png

size: 116x302 format: png

See #2336 (closed) for previous splash screens.

It would be nice to have new splash screens by January/early February 2024 so the voting can happen in March as usual.
