Mirrors incorrectly reported as having a file
Summary
I just completed a release for LSP4J and this URL - https://www.eclipse.org/downloads/download.php?file=/lsp4j/updates/releases/0.21.0/v0.21.0.zip - is reporting back within a couple of minutes of having uploaded the zip file as having multiple mirrors.
However the mirrors all report 404 when I click on them:
- https://eclipse.mirror.rafal.ca/lsp4j/updates/releases/0.21.0/v0.21.0.zip
- https://mirror.umd.edu/eclipse/lsp4j/updates/releases/0.21.0/v0.21.0.zip
- https://mirrors.xmission.com/eclipse/lsp4j/updates/releases/0.21.0/v0.21.0.zip
- https://ftp2.osuosl.org/pub/eclipse/lsp4j/updates/releases/0.21.0/v0.21.0.zip
I have never observed this behaviour from the mirror tool before.
In the past, sometimes immediately after uploading a file the mirror tool had issue #691
Steps to reproduce
Go to https://www.eclipse.org/downloads/download.php?file=/lsp4j/updates/releases/0.21.0/v0.21.0.zip and click on downlad
What is the current bug behavior?
Get a 404 from all mirrors except "Canada - Main eclipse.org downloads area"
What is the expected correct behavior?
Serve only mirrors that have the file

Impact
Files can't be downloaded. I assume that the mirror of p2 repos will report same error which will lead to errors installing in Eclipse, but I haven't tried that.
As for severity, if it is a short time, then feel free to lower it. But as of now it has been > 5 minutes and it is still reporting wrong.
