[Bug 577474] download via mirrors page does not work when logged on and there are no mirrors

Description

When I visit a file that has no mirrors (yet) I get different messages if I am logged on or not.

When logged on the download button does not work, it just redirects back to the same page.

When logged on I see:

There are no mirrors for this file.

When I am not logged on I see:

There are no mirrors for this file. Eclipse Committers can log in for faster download.
