Publish the logical lanes in the ground truth message

Publish the logical lanes in the ground truth message. Given a map_api::LogicalLane, the ids (and additional respective fields) of lanes, lane boundaries and logical lanes referenced in this map_api::LogicalLane are filled in the corresponding osi3::LogicalLane section of the ground truth message ONLY when the lanes, lane boundaries and logical lanes in question are a part of at least one chunk currently being processed for the ground truth message publication. Otherwise, these fields are left unfilled.
