Create command line tools for managing HawkBit

The tool is now available as hawkbitctl snap in the snap store. To install the (pre-release) version run snap install hawkbitctl --edge. I will release it to the beta channel once it reaches M-V-P status where it can populate an empty instance with correct data to upload sample Oniro builds.

I'm almost done with videos and I will try to close this task tomorrow.

The blocker for publishing https://bugs.launchpad.net/launchpad/+bug/1968904 has been reviewed and approved. It will be merged next week when the maintainer is back from a business trip. I will close this task once we have auto building in progress.

I've just merged hawkbitctl changes that allow working with artifacts.

The tool is far from complete, as we do more with HawkBit, we will discover other needs and quirks to address. Those will be delegated to future tasks though.
