Create the Join Oniro wiki page

Rationale

During our business development activities, we wl=ill need to provide the most basic links to the relevant information to those evaluating to join the Working Group. The same applies to developers interested in contributing to any of the Oniro projects.

Such information should be in an accessible place as well as structured, so it is easy to consume.

We need to understand that the EF have a default Join page for the WG and for each of the subprojects. This page is just a summary where to have all the information in a single place.
