Now when performing a backup you can specify extra folders
or files to backup (in addition to the defaults).
Now all the folders starting with "meta-" will be backed up.
The restore tool has been updated to support the above mentioned
improvements.

upgrade_oniro now will upgrade and merge the bblayers
without performing any checks, also the output of the script is
just for debug as of now. Bugs may be present.

WIth get_manifest_projects we can now get a list of
dicts containg all the properties of Oniro's projects
used by repo.

Move upgrade_oniro.py in upgrade_oniro directory.
Create utils python lib, this will collect utils functions
used in the main scirpt.
