The mechanism for resolving runtime dependencies on 'make install' has
been improved.

New CMake variables:
- INSTALL_SYSTEM_RUNTIME_DEPS: If set to ON, try to install system
  dependencies, i.e. MinGW runtime
- INSTALL_EXTRA_RUNTIME_DEPS: If set to ON, try to install libraries
  found in CMAKE_PREFIX_PATH
- WITH_MINGW_BOOST_1_72_FIX: If set to ON, apply a workaround for
  detection of Boost 1.72 in MinGW environments (see
  https://github.com/boostorg/boost_install/issues/33)
