• Iss #638 (closed) - Add email to membership for WG app, add user creation logic

Reuses the user creation logic used in the membership application to create user accounts for users that were added as part of a working group application.

This also updates the base account creation email to account for that this may not be a new organization application, and might be related to an application for an industry collaboration.
