Updates to working group pages for new Open VSX Working Group

We need updates to several pages to better reflect the new Open VSX working group:

Since we don't have a separate working group site from open-vsx.org, we'll need to use it as the working group site. We'll build this out over time. To get started, can we get a page, doesn't have to be hooked into the UI yet, with just a title and list of members. The member graphics will be the same as used on the EF members page and will link back to the members' EF member pages. Add the wording from the open-vsx.org entry on https://www.eclipse.org/org/workinggroups/explore.php to this new page.

Link the Open VSX entry to this new page on opev-vsx.org. Add a 'Working Group Members' item to the bulleted list and link to the same new page.

Eclipse Open VSX is a vendor-neutral open-source alternative to the Visual Studio Marketplace. It provides a server application that manages VS Code extensions in a database, a web application similar to the VS Marketplace, and a command-line tool for publishing extensions. A public instance of the Registry is hosted by the Eclipse Foundation, but more instances can be freely deployed in public or private places.
The primary purpose of this project is to provide a marketplace for VS Code extensions that can be used with Eclipse Theia and other IDEs. Another important goal is to allow self-hosting the Registry, e.g. within a company network. None of this is currently possible with the VS Marketplace, which is proprietary and may be accessed only from Visual Studio products.
