Look into ways to notify Gitlab users of ECA status
With the current Gitlab functionality, we need a better way of notifying the user of errors with the ECA over the current CLI approach. While the CLI messages are reported in the Web IDE for new changes, existing changes being merged do not generate messages for the user. This is an issue as there is a very common use case of pushing code to a fork and then merging into the main repository/project that will trigger this case.
The most easily visible way to do this would be to create a common webhook that posts back to Gitlab with a comment indicating the current commit status of the branch. While this cannot replace the CLI checks, it can augment the current state. With the addition of persistence in #62 (closed), this should also be very speedy in reporting in nearly all cases.
