Bouncy castle security provider failing to load in recent builds at startup

The security provider which allows us to load in the Github PKCS-1 secret is not loading properly at the moment. This is blocking the regeneration of installation IDs on boot, though on testing doesn't seem to impact regular validation. I will need to investigate if this issue to see if this persists past startup, or is a consistent race condition which is very possible.
