Is there a defined process to publish VSCode Extensions to VSCode Marketplace

Summary

For Eclipse Leda Incubator we plan to have a VSCode Extension, which we want to publish to the VSCode marketplace [1]. In order to do so, a registered publisher is required [2]. Question: Is there already a defined process to publish such extensions and the required accounts registered. Or should we create such accounts on our own?
