Renaming `Eclipse CDT.cloud` to `Eclipse CDT Cloud`

My fellow project leads and committers of the CDT.cloud project agreed that we would like to rename the project from Eclipse CDT.cloud to Eclipse CDT Cloud.

The reason for this change is that .cloud is a top level domain and thus cdt.cloud implies being a valid URL. Thus, people typing this name into the browser's address bar will be directed to the URL cdt.cloud instead of a search engine looking for this term. As we weren't able to buy the domain cdt.cloud due to rather high cost, we would like to remove the . of the project name, in order to avoid this issue.

My understanding is that a restructuring review is required for this small but evident change. Is that correct? If yes, how can I trigger this kind of review?

I don't expect any URL changes (e.g. on github) or code changes, as the . as part of the name is not being used in identifiers anyway. Thus, it is merely about changing the project name.
