open-vsx.org CI Job: could not resolve host github.com

For some reason the open-vsx.org CI Job can no longer resolve github.com when building a Docker image:

Azure is having DNS issues on Ubuntu 18.04 images.

Problem has been fixed. Builds can resolve github.com again.
