Start Eclipse ESCET project at GitLab

The initial contribution for Eclipse ESCET has been given check-in approval. See CQ 22636.

Given that GitLab is now "operational and available as a choice for any projects that would like to use it" (https://www.eclipse.org/lists/eclipse.org-members-committers/msg00576.html) we would like to use it. This would save us from having to learn the old infrastructure as we already used GitLab previously. It would also save us a migration later on.

Our Git repo is empty (https://git.eclipse.org/c/escet/escet.git) and we don't have any issues yet (https://bugs.eclipse.org/bugs/buglist.cgi?list_id=19998584&product=ESCET). So no migration is needed.

We'd like to start our new project using the new infrastructure. We look forward to further starting up our project at the Eclipse Foundation.
