Create an ECA validation system log

On occation, it would be good for webmasters to track down a commit/MR to see how the ECA reacted, to determine why a commit passed or failed.

In issue #1017 (closed) we want to make more information available on the commit/MR directly. This request is for an audit log/trail for webmaster usage.

I would like to use the SYS_EvtLog as much as possible. Extended status information can be put in a separate table linking back to an entry in SYS_EvtLog.
