[IDM.OCM.E1.00006] Block Connection

The Connection Manager must provide a Block Connection endpoint. The endpoint should accept either connection ID or DID. It should delete the connection from the SSI Abstraction service and mark it as ‘blocked’ in the Connection Manager.
