[IDM.OCM.E1.00007] Refuse blocked connections
The Connection Manager must refuse connections if they match the connection ID or DID of a connection in the database, which has been marked as ‘blocked’. The response of an unsuccessful connection in this case should include the reason for refusal in the response message.
