This commit contains no changes to the actual content of the Eclipse
Foundation Development Process. All changes are related to the
supporting content, e.g., build, contribution guide, etc.

Give the recent changes section an actual title. Position the TOC under
the version and date statement.

By not generating the header and footer, we make it easier for the
content to be included in another webpage.

Restructure the file hiearchy to support a more modular document. DOT
image definitions have been separated out into individual files to make
them easier to edit and manage.

Create a baseline version for comparison. This baseline is mostly the
same as the 2015 version of the EDP, with some tweaks to make comparison
meaningful.

Add license file headers. Some general clean up of old content.

Generate as embeddable HTML.

Applied pseudo legal capitalization format to key terms,
updated the definition of Project and Release, added Adopter as a term,
and other minor changes.

One addition that I'd like to make to the document is a formal
declaration of terms. This commit contains a file that I hope to include
in the main documentation.

This includes the definition of a new Progress Review to address Bug
496321 and (at least in part) Bug 534828. I've noted other changes in
the CHANGELOG file.

The EF recently added a permanent (version agnostic) link to the Bylaws. Let's use that link.

Best practices suggest keeping each sentence/paragraph on a single line
to make it easier to track meaningful changes (turn on word wrap).

I added the missing image files.

I've decided to separate the history into a separate file; at some
point, we're going to need to generate a "diffs" document to show to the
board and there's no value in show history diffs (it might be a good
idea to move the revision information into the history.adoc file as
well). I'm thinking that we should populate the history section with the
entire document history (we can pull that from the earlier revisions).
