Draft: Integrate OSC API v1.4.0-b1

Andreas Rauschert requested to merge integrate_osc_api_1_4_0 into main
  • updated all references to OSC XML 1.3
  • removed not needed references to previous OSC XML versions in bazel build file
  • added two tests for OSC XML 1.3.0 schema in OpenScenarioEngineTest.cpp
  • updated CI files => pipeline should be green
  • updated readme with new OSC API lib version

TODO:

  • Update reference to library in bazel file, once there is a release artifact on GitHub (bazel build tested with manually built OSC API)
