Integrate OSC API v1.4.0-b1

  • updated all references to OSC XML 1.3
  • removed not needed references to previous OSC XML versions in bazel build file
  • added two tests for OSC XML 1.3.0 schema in OpenScenarioEngineTest.cpp
  • updated CI files => pipeline should be green
  • updated readme with new OSC API lib version
  • added new enum value "world" to coordinate system enum
  • updated patch for MinGW build
