Add logging interface

Martin Stump requested to merge mstump/mantle-api:add-logging-interface-alt into master
  • Add ILogger
  • Add log_utils
  • Add mocks and tests
  • Add ClangTidy config for testing tree

As per our discussion:

  • Remove mocks and tests of unrelated parts of the API
  • Add GetCurrentLogLevel

Resolves #35 (closed)

Replaces !82 (closed)
