feat: relative lane offset calc in lanelocation provider
requested to merge ansssardesa/gt-gen-core:ss_base_main_feat_relative_lane_offset_calc_laneloc_provider into main
Adding an interface which will facilitate calculation of lane offset from actor lane centerline when the offset is specified w.r.t current position of a relative target.
