feat: implement relative target lane offset
requested to merge ansssardesa/openscenario1_engine:ss_feat_implement_RelativeTargetLaneOffset into main
Call the added interface from mantle api to get the lane offset from actor lane centerline when the offset is specified w.r.t current position of a relative target.
