Introducing some patches and initialization changes to fix ACTS failures

• enable RemainAfterExit to openharmony-preinit.service to prevent the service from getting deactivated after initialization.
• openharmony-standard_3.0.bb: ACTS: Fix missing libraries
• xf86drm.c-Add-drmWaitVBlank-hack.patch: Fix busy wait loop
• test-xts-acts-Start-tests-from-onInit.patch: Add patch
• openharmony-standard: apply test-xts-acts-Start-tests-from-onInit.patch
• openharmony-preinit: changing permissions to data dir chmod -R 777 /data
• openharmony-preinit: /dev/ashmem needs to be rw for all users
• openharmony-standard-3.0: add patch to avoid SIGSEGV when running acts
• openharmony-standard-3.0: add patch to skip uid check
