In addition to the Qemu based devices we will support Raspberry Pi4.
Adding the layer here to fetch and include in bblayer to get access
to machine files.

This pulls in latest oniro kirkstone HEAD, with patching of ninja so it can set
maximum load average based on MAXLOAD_NINJA variable.

This includes the support building clang_rt.profile library, so we can revert
the commit that bbappend's that to compiler-rt recipe.

As meta-clang now have a kirkstone branch, we will use that, as the master
branch will sometime later be repurposed for following yocto releases.

This updates oe-core revision to the latest kirkstone revision. This is
for libusb version bump to 1.0.26 that fixes a crash in the hdc tool.
