This update brings few CVE fixes (vim, ncurces, glib, etc) as well as
bind and python updates. We had python updated downstream and bind is
unsupported so the update should not break current API.

"kirkstone-next" branch name has been refactored as just "kirkstone", so changing that in the manifests accordingly.

This commit adds support for the qemu-generic-arm64 machine as a basic
qemu machine for arm SystemReady devices. It requires
meta-arm-dunfell-backports in order to function.

The blueprint layer was the only layer having a dependency on the
homeassistant layer. With the meta-oniro-blueprint now handled
externally, as a separate repository, we can remove this dependency and
deal with it in the respective blueprint layer.

This reverts commit 07f09c1a.

This introduced a build error on linux-seco for C61. Due to this merge
happening while the GitLab transition was in progress, the CI didn't
pick it up and it was merged without a CI check. We are currently
investigating the build issue and while doing it, we revert the
offending commit.

Simplify the build setup by replacing poky with oe-core and bitbake.
This removes some of the build layers we don't use and simplifies the
build structure and upstream components a bit.

The repo manifests are currently in a separate repository. This became a
burden in maintenence as meta-asos (oniro) has hard dependencies on it
(for example bblayers configuration sample). This moves the manifests in
the main oniro repository so we can handle repo manifests and build
metadata changes atomically.

The manifests repository is to be deprecated.

The import of the manifest XML files is clean with the exeption of
flattening the projects in sources. In other words, a project that used
to be checked out in /sources/foo is not checked out in /foo.
