wic: respect WIC_BOOTLOADER_TIMEOUT in qemu configs

While doing other maintenance in this area I've noticed that some
kickstart files use hard-coded timeout values instead of the
WIC_BOOTLOADER_TIMEOUT variable defined by Oniro.
