Document code using doxygen style comment blocks

  • Document public methods using doxygen style comment blocks on both linux and zephyr code
  • Add Doxyfile
  • Update README
  • linux/CoapClient: remove multicast_messages because for now multicast messages are treated same as unicast messages by accepting the first response to the multicast request.
