Add, build, test and document QEMU ARM support

We would like to have also QEMU ARM support officially in Oniro. The task is to add, build, test and document for 2 machines:

• qemuarm-efi
• qemuarm64-efi

The docs should land similarly as it was done for x86

This will be closed via oniro!250 (merged) with the "small" caveat that we have created a different set of arm qemu machines which run with EFI support.
