Maven dependency problem between rail diagram and asciidoc

I noticed recently that I have the same problem as @freijnen in !311 (comment 723033), where Maven cannot resolve the dependency of o.e.e.common.asciidoc on o.e.e.common.raildiagrams.

Following the suggested steps did not resolve the problem for either Ferdie or me.

But on the other hand, building and running the applications is working fine. Thus development is currently not impacted by the reported errors.
