Generate Chi railroad diagrams using the new railroad diagram generator

Currently, we generate them using the LaTeX CTAN rail package. We added our own railroad diagram generator in #63 (closed). We should use that one for generating the Chi railroad diagrams. We should then eliminate all traces of the LaTeX CTAN rail package.

This includes the Chi railroad diagram source files (LaTeX files), the Makefile, third party tools page in developers documentation, and maybe more.
