patches for opensbi and linux adapting uart8250 to altera jtag uart

First PR of Agilex7 platform support.

This includes patches for OpenSBI and Linux Buildroot to adapt uart8250 driver to Altera JTAG UART

More PRs will come with adaptation of u-boot and Linux configurations
