First version of UVM testplan and README update

This PR contains the following contributions:

  • A first version of the UVM testplan
  • New updates to the README including additional sections about known issues and limitations, and a step-by-step tutorial for beginners on how to test a new feature in the UVM environment
  • A bash script to setup project environment
  • Update git submodules
