This looks like a huge PR, but it is not. I am moving some directories around and these directories contain a large number of (machine generated) small files.

The purpose of this PR is to move the TRL-5 templates created for CV32E40P v1.0.0 into a non-project-specific location so they can be readily located and adopted by other projects. I have also:

Updated the terminology used in several templates and READMEs to match the use of the "Technical Readiness Levels".
Fixed several broken links.
