Bump the riscv-arch-test to the latest version with 0 fail.

As the following two PR in riscv-arch-test being merged, all the fails are clear now:

• https://github.com/riscv-non-isa/riscv-arch-test/pull/446: illegal operation with LA function
• https://github.com/riscv-non-isa/riscv-arch-test/pull/447: Zfh related

This PR bump the version to make it accessible when cloning.
