VCS status

VCS does not yet work. There are currently three bugs.
- Empty modules cause problems.
- Don't know the correct way to set top-level parameters.
- The latest change to CacheLRU.sv blocking statements is incompatible with vcs. I'd like to merge this into the vcs branch of the main cvw repo so others can work on solving these issues.
Please do not merge these changes into the main branch.
