Zicclsm

I am creating a branch for the Zicclsm extension. Current status: I believe the hardware implementation is correct, but there is cleanup needed. The custom regression test does not pass as there is a bug in the signature. I am passing the work on to Thomas so he can get some exposure to writing regression tests.
