Add a Frontend scoreboard

The Frontend scoreboard can monitor the frontend interface and count all instruction types that have been fetched, as well as the misprediction types received from the Execute stage. The scoreboard contains a frontend model that checks the instructions being sent to the decode stage. The frontend model also includes coverage groups.
